That definitely looks broken. Are you printing from SD? Have you seen this in more than one sliced print?
One suggestion: you can upload the gcode to a variety online gcode simulators (https://nraynaud.github.io/webgcode/
is a quick example) and see if the gcode shows the same behavior. If it does, you have a slicing problem in Slic3r. If it doesn't, something is going wrong on the mk3.
